Form 2290, Heavy Highway Vehicle Use Tax Return, is an IRS excise tax form. It applies to highway motor vehicles with a taxable gross weight of 55,000 pounds or more that operate on public highways.
The form is also used to support suspension claims, weight increase reporting, used vehicle acquisitions, and credit requests.
When you file Form 2290, you must also submit both copies of Schedule 1. Once the form has been accepted, the IRS returns a stamped copy of Schedule 1 as proof of payment. You need this stamped copy for state vehicle registration and for Canadian or Mexican vehicles entering the United States.
Individual owner-operators, trucking companies, fleet owners, leasing companies, and other organizations that own or operate heavy vehicles must file Form 2290. Reporting is required if a taxable highway motor vehicle with a taxable gross weight of 55,000 pounds or more is registered, or required to be registered, under state, District of Columbia, Canadian, or Mexican law at the time of its first use during the tax period.
Form 2290 is divided into two parts, with Schedule 1 attached:
The form also includes checkboxes for amended returns, VIN corrections, and final returns.
Note: An Employer Identification Number (EIN) is required for filing. The IRS does not accept a Social Security number for Form 2290.
The IRS instructions for Form 2290 list no recent changes to the form or its filing procedures. Filers should continue using Form 2290 and Schedule 1 to report heavy vehicle use tax, suspension claims, weight increases, and related credits.
Before you file, make sure you have:
Please note that eFiling is required for returns reporting and paying tax on 25 or more vehicles. Suspended vehicles do not count here.
However, if a suspended vehicle exceeds the mileage use limit, you must file an amended Form 2290 and pay the tax due.

A common filing issue with Form 8955-SSA is omitting a separated participant who still holds a deferred vested benefit, or not updating previously reported participant information when their status changes. Both can trigger IRS penalties.
The IRS charges a 4.5% monthly penalty for failing to file on time. An additional 0.5% applies for late payment. Both penalties can run for up to 5 months, and interest charges accumulate on the unpaid balance. States may also suspend vehicle registrations if proof of HVUT payment is not provided.
